The Assistant Staff Counsellor is expected to advise the senior management on matters related to staff wellbeing issues. The Assistant Staff Counsellor may be expected to be a part of the crisis management team and it that capacity collaborates closely with the Field Safety Advisors in Libya operations.
The Assistant Staff Counsellor works closely with the Peer Advisors in the operation. The incumbent is responsible for implementation of staff wellbeing strategy in Libya operation and makes a prioritized plan of action
The Assistant Staff Counsellor is expected to collaborate closely with the management team, human resources function as well as the field safety function with fully respect of professional boundaries and confidentiality of individual cases. The Staff Counsellor works closely with the existing Peer Advisors in the operation and collaborates with the Snr. Staff Counsellor in MENA and Staff Health and Wellbeing Service (SH&WS) and more specifically its Psychosocial Wellbeing Section (PWS).
The Assistant Staff Counsellor is directly supervised by the Assistant Chief of Mission (Administration).
All UNHCR staff members are accountable to perform their duties within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRs core values of professionalism, integrity and respect for diversity.
- Functional Statement
- a) Responsibility
– Counsels staff in individual therapy as requested or referred regarding professional and personal needs and concerns.
– Provides evaluations and recommendations regarding staff who experience stress and anxiety.
– In collaboration with the Snr. Staff Counsellor in MENA and Staff Health and Wellbeing Service (SH&WS) and more specifically its Psychosocial Wellbeing Section (PWS), manages the staff reception and ensure that they are attended to with professionalism and care.
– Serves as support to Peer Advisors in dealing specifically with emotional or psychological issues.
– Consults with managers concerned about the well-being of a staff.
– Provides group therapy as well as Organize care webinars for staff.
– Establishes a collaborative working relationship with staff based on trust and respect.
– Prepares on-line surveys as required and perform data analysis.
– Conducts literature review in the area of wellbeing in the workplace and prepare the summary as required.
– Maintains up-to-date records of counseling sessions.
– Produces monthly reports.
– Stay current on relevant research and best practices regarding psychological services to the staff.
– Perform other related duties as required.
- b) Minimum Qualifications
Education & Professional Work Experience
Years of Experience / Degree Level
For P1/NOA – 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree
Certificates and/or Licenses
Undergraduate degree, Graduate or Doctorate in Psychology combined with the above relevant years of experience.
Relevant Job Experience
A generalist experienced in the areas of depression, anxiety, crisis management and consultation; recovery issues; prevention and outreach services.
HR-Counselling skills including active listening.
MS-Drafting, Documentation, Data Presentation.
MD-Patient case management skills.
PR-Community-based Protection Community engagement and capacity building
Excellent English language skills is an essential prerequisite. Arabic language skills is a desirable attribute.

Libya has, for generations, been both a country of transit and destination for refugees and asylum seekers. Yet, the magnitude of protection challenges and needs has exponentially increased. Overall, in Libya, the UN estimates that 1.1 million people are in need of humanitarian assistance, of which 0.5 million are internally displaced or returnees. In addition, Libya continues to host some 50,000 refugees and asylum-seekers as well as an estimated 700,000 migrants.
In light of the above and within its mandate, UNHCR Libya operation is carried on by around 200 staff members including the affiliate workforce. Given the nature of work, the psychological hazards range from workplace stress, exposure to traumatic situations and vicarious exposure to traumatic experiences of people of concern in addition to unique and unprecedented challenges that are added to the already complex working context in the country, such as COVID-19 and the subsequent call to stay and deliver. All these may reflect at the individual, interpersonal and team levels and may affect the staff well-being as well as the efficiency of the operation. That is why we are looking to recruit an Assistant Staff Counsellor (Counselling Psychologist) to join our Peers Advisors in addressing these challenges by providing psychological wellbeing supports to staff.
