OBJECTIVES OF THE PROGRAMME
To ensure that an effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.
DESCRIPTION OF DUTIES
Summary of assigned duties
1.Sustain high-level political momentum around AMR and advocate with national authorities, external partners, including the Global Fund and other UN agencies to incorporate AMR activities into national health sector plans, national health security plans, and sustainable development strategies and national budgets.
- Collaborate with other teams within the WHO Country Office to ensure that addressing AMR is appropriately mainstreamed through programmatic activities in other health sector programmes.
- Provide technical leadership and managerial support to the office in the area of Communicable Diseases, including addressing AMR, while ensuring that the activities in this area are carried out efficiently and effectively.
- Collaborate with national counterparts to coordinate the development of national strategies and policies through strategic policy advice and guidance for AMR, communicable diseases, and IPC.
- Support the development and implementation of a comprehensive programmatic approach to address AMR in the human health sector including through training, communication and awareness, building capacity of laboratories, strengthening surveillance of resistance, promoting rational use of antimicrobials and monitoring their consumption.
- Develop and implement funded plans for communicable diseases and AMR with a prioritized set of interventions with realistic targets based on existing country context, resources and a prioritization exercise.
- Lead the technical coordination across all relevant UHC/PHC and health systems units to ensure AMR and communicable diseases activities are costed/ budgeted, embedded, implemented and monitored in the national health systems strengthening plans and funded through engagement of development partners (e.g., WB, GFATM, bilateral).
- Facilitate the provision of technical support and encourage scale up of AMR related areas, specifically: WASH, IPC, immunization, food safety, patient safety, essential medicines, regulations, laboratory strengthening and the supply chain, and healthcare worker training.
- Provide technical and advocacy support to enhance (1) implementation of action plans and strategies on AMR and communicable diseases through their inclusion into relevant sectoral and national development plans and budgets (WHO country cooperation strategy, common country analysis and UNSDCF) and (2) strengthen cross-sectoral work on AMR in collaboration with the national government, United Nations Resident Coordinators Office, including engaging civil societies, professional organizations, NGOs, private sector, academia, and international organizations (Tripartite organizations, FAO, OIE and WHO).
- Provide oversight to track progress on relevant Sustainable Development Goals (SDGs) indicators, and milestones linked to the implementation of national action plans for AMR and other communicable diseases.
An advanced level university degree in medicine or public health.
Additional qualifications in communicable diseases and AMR relevant topics (infection prevention and control, antimicrobial stewardship, WASH, health emergencies preparedness and response planning, health systems strengthening).
At least 10 years of experience in supporting the planning, development and implementation of public health initiatives and communicable disease programme in countries, with emphasis on strengthening key health systems. Experience working across different departments and programmes to deliver impact in the field.
Experience in developing and implementing AMR relevant activities in countries, regional or global level. Experience in planning for and responding to health emergencies. Experience in working with UN agencies, NGOs, academia and other national and international stakeholders.
Proven track record in planning and implementing activities that support health systems strengthening efforts in countries.
Demonstrated expertise in core areas of addressing communicable diseases including AMR and/ or health security plans at country level.
Strong technical leadership capabilities, and ability to coordinate various streams of work to support the key programmatic objectives and deliver impact in countries.
Ability to work with all three levels of the organization and external partners including local academia, NGOs and private sector.
Demonstrated health diplomacy skills needed to coordinate across multiple technical areas and departments.
Ability to work independently and in a team to achieve results and goals of the organization.
Ability to develop, propose and defend innovative solutions and processes.
Excellent interpersonal, communication and presentation skills.
Managerial skills, including human resources, activities and financial resources.

Excellent knowledge of English. Knowledge of Arabic or/and French would be an asset.
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2291 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
