Organisational Setting and Reporting
This position is located in the United Nations Support Office in Somalia (UNSOS), Operations and Resource Management Pillar, Field Technology Section, and is based in Nairobi, Kenya.
Within delegated authority, the Telecommunications Officer is responsible for the following duties:
Ensures that substantive work programmes and programmed activities are carried out in a timely fashion;
Develops strategies and oversees the design and implementation of major telecommunications systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that span regional field Missions, or, where applicable all field missions;
Leads and directs a team of telecommunications officers/engineers; may oversee activities for a discrete nature; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs; c4mz2jm CWdGWk
Identifies the need for new systems (or modifications to existing systems) or responds to requests from customers; develops plans for feasibility assessment, designs, develops project plans, schedules, time and cost estimates and carries out implementations;
Develops Communications’ budgets and ensures proper expenditure according to UN Financial Rules;
Manages procurement, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent information technology and telecommunications systems;
Manages telecommunications assets with respect to deployment, usage and redeployment;
Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison; ensures effective coordination with other UN Agencies in order to maximize possibilities of inter-agency collaboration in the field of telecommunications.
Performs other related duties as required.

High school diploma or equivalent is required.
A minimum of twelve (12) years (or seven (7) years with a first level university degree) of progressively responsible experience in electronic data transmission, network design, telecommunications or related areas, including experience in developing and managing/overseeing large centralized and globally distributed institutional systems is required.
Two years’ experience providing services in the field of electronic data transmission, network design, telecommunications or related areas to or in a field operation of the United Nations common system or comparable international organization is desirable.
Two years’ experience in the field of electronic data transmission, network design, telecommunications or related areas in a conflict or post-conflict setting is desirable.
Experience in budget, staffing and performance management and repotting is desirable.
English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
